What goes in a handover compliance pack

The checklist we ship with every handover — drawings, CoC, test packs, datasheets and operator training.

In short
  • A handover pack is the evidence that the installation is safe, complies, and can be maintained without us.
  • In South Africa the certificate of compliance is a legal instrument, not a courtesy document.
  • As-built means as-built: the drawing must match the plant on the day of the walkdown.

The pack answers three questions for the person who inherits the plant: is it safe, does it comply, and can I maintain it? Everything in the list below exists to answer one of those, and anything that answers none of them is padding.

  • Electrical certificate of compliance issued by a registered person, in the form required by the Electrical Installation Regulations, 2009, with the test report attached.[1]
  • The installation must comply with SANS 10142-1, and the CoC is the registered person's declaration to that effect.[2]
  • Pressure equipment, lifting equipment and any statutory inspections applicable to the scope, each with an in-date certificate.
Two failures we see repeatedly

First, a CoC issued against a drawing that no longer matches the plant. Second, a test pack signed before the last modification. Both convert a compliance document into a liability.

Handover is a controlled process output under ISO 9001 clause 8.5 — control of production and service provision, and release of products and services — which is why we treat the acceptance signature as conditional on the punch list closing, not as an event that closes it.[10]

Common questions

What goes into a handover compliance pack?

As-built drawings, the certificate of compliance, commissioning and test packs, equipment datasheets and manuals, spares and settings records, and operator training evidence — the proof that the installation is safe, compliant and maintainable without us.

Is a certificate of compliance a legal requirement in South Africa?

In South Africa the CoC is a legal instrument rather than a courtesy document, issued against the installation as it stands on the day it is signed. It is not a formality to be back-dated or reissued from a template.

What does as-built actually mean?

That the drawing matches the plant on the day of the walkdown. A red-lined print that has not been drawn up is not an as-built; the next person to work on the panel is the one who pays for the difference.

Who keeps the handover pack after commissioning?

The asset owner. It is the maintenance record's starting point, and under records-management practice it is retained and revised as the installation changes rather than filed once and forgotten.
